Each February—through snowstorms and biting cold—Rick Franseen showed up. For 32 years, he led Boone County’s dairy steer project, shaping it into a cornerstone of the local 4-H experience. A former Manchester Whirlwinds member himself, Rick gave back as a superintendent, mentor, and quiet hero behind the scenes. From guiding weigh-ins to volunteering at the fair, Rick’s heart has always been with the youth. Today, he beams with pride as his grandchildren join the same 4-H tradition he helped build.
