Phil Hartke has shared his time and talents with our 4-H program for over 50 years. Phil started as an eleven year member of the St. Francis 4-H Club, and since has been involved in supporting many aspects of the 4-H program with programs, tours, and 4-H show days. Phil has always been one to pitch in and provide leadership that enriches the lives of Effingham County youth. His dedication to making opportunities for 4-H youth available is inspiring to us all.
