Though Joan Harms was never a 4-H member herself, she has dedicated the past 38 years of her life to the youth of Carroll County. As an organizational leader, Joan recruited and encouraged youth to explore many projects and become involved in their communities. As the Equine project leader, she focused on instructing young people in all aspects of the horse industry. Joan has coached winning teams and individuals in Horse Bowl, Hippology, Horse Judging & Public Speaking at the county, regional, state & national level.
