Helen (Bitterman) Francis Boggan served as Chair of the Illinois 4-H Foundation Board in 1970-1971. As a 4-H member in Will County, she was a delegate to the 1935 National 4-H Club Congress and the 1937 National 4-H Leadership Conference. She and her late husband, Fred C. Francis, co-organized the Will County 4-H Federation and she was a 17-year 4-H club leader. She was named a 1960 National 4-H Alumni Award recipient. Helen graduated from the University of Illinois, where she was a member of 4-H House sorority, with a degree in Home Economics in 1941. She and her husband, Ed Boggan, funded a new cabin in 2004 at Camp Shaw-waw-nas-see in Manteno, Illinois, in honor of Helen and Fred Francis. The Fred A. Francis Family was named the 2006 Illinois 4-H Family Spirit Award recipients.
